Former Norfolk City Administrator Fined

LINCOLN (AP) - Norfolk's former city administrator has been fined $1,000 for using his work e-mail to send a message opposing a failed cap on state spending in 2006. The Nebraska Accountability and Disclosure Commission says Michael Nolan sent messages asking Lynn Rex, executive director of the Nebraska League of Municipalities, about money to defeat the ballot measure. The commission concluded the messages violated the state's Accountability and Disclosure Act. Mike Groene, one of the ballot measure's organizers, filed the complaint against Nolan in February 2007.
